중국 산둥성, 우선 관리 대상 화학물질 목록에 새로운 잔류성 유기오염물질 3종 추가

ㅁ 배경
o 산둥성 생태환경국은 잔류성 유기오염물질(POPs)에 관한 스톡홀름 협약에 따라 새롭게 지정된 세 가지 물질을 산둥성 신흥 오염물질 우선 목록을 추가함
ㅁ 주요내용
o 2025년 추가 목록에 UV-328, medium‑chain chlorinated paraffins (MCCPs) 및 chlorpyrifos가 포함되어 목록에 등재된 물질의 총 수는 17개로 늘어남o 산둥성 주는 다음과 같은 조치를 취할 예정임
o 잔류성 유기오염물질을 생산하거나 사용하는 회사 목록을 개발하고 유지 관리
o 해당 기업들을 주요 환경 감독 단위에 포함
o 해당 기업에게 청정 생산 감사를 받도록 요구
o 토양 오염 주요 관리 대상으로 지정된 기업에 대해 연례 보고서 제출을 의무화하고, 예방 및 통제 계획을 시행
o 신종 오염물질 관리 강화를 위한 광범위한 노력의 일환으로, 이번 목록은 성(省) 사업 계획 및 국가 2023년 목록에 맞춰 작성되었으며, 지역 실정을 반영함
o 해당 목록은 7개 부처와 공동으로 작성되었으며, 2025년 12월 26일에 발표되어 2025년 2월 1일부터 시행됨(필요에 따라 조정될 수 있는 조건으로 2031년 1월 31일까지 유효)
o 잔류성 유기오염물질 목록: 아래의 14종은 국가 목록에서 유래함
- perfluorooctanesulfonic acid (PFOS) and its salts, and perfluorooctanesulfonyl fluoride (POSF)
- perfluorooctanoic acid (PFOA), its salts and related compounds
- decabromodiphenyl ether
- short-chain chlorinated paraffins (SCCPs)
- hexachlorobutadiene (HCBD)
- pentachlorophenol (PCP) and its salts and esters
- dicofol
- perfluorohexanesulfonic acid (PFHxs), its salts and related compounds
- Dechlorane Plus, its syn-isomer and anti-isomer
- dichloromethane
- chloroform
- nonylphenol (NP)
- antibiotics
- substances already phased out.
