2017년 12월 5일, 중국 국무원(China’s State Council)은 화학물질 5종을 전구물질로 분류하였음
*Catalogue and Classification of Precursor Chemicals, the appendix of Regulation on the Administration of Precursor Chemicals (Decree No. 445)
해당 화학물질 5종은 다음과 같음

중국 전구물질관리에 관한 규정*에 따라 전구물질로 분류된 화학물질은 생산, 운영, 구입, 운송, 수출입에 관한 허가제도가 운영되고 있으며 전구물질제품 포장재 및 설명서에는 제품명, 화학분자식 및 구성성분 등이 포함되어야 함

또한, 해당 물질을 생산, 관리, 구매, 유통, 수입 및 수출한 업체는 행정당국에 매년 3월 31일 이전에 해당 활동을 보고해야 하며, 수출입 및 운송업체는 중국세관에 수출입허가증과 전구물질 관련 선언서를 제출해야 함
