[K-BPR] OR Appointment for Approval of Active Substances
There has been an announcement on K-CHEMP (https://chemp.me.go.kr/cop/bbs/selectBoardList.do?bbsId=BBSMSTR_000000000001), regarding Only Representative appointment for approval of active substances under K-BPR.
This will allow foreign manufacturers to
appoint a representative in Korea who will carry out compliance required under
K-BPR on their behalf, without disclosing substance information to Korean
importers.
If OR appointment is required for approval
of active substances under K-BPR, the one to be appointed may prepare the “OR Appointment Agreement” with relevant
documents and submit it to Chemicals Research Division under NIER, via online
on “문서24”(open.gdoc.go.kr)

Please note that the amendment for K-BPR,
which will include ORs, has not been officially announced yet,
but it has been through the Plenary Session of National Assembly on March 6th,
2020 and Deliberation of State Council on March 17th, 2020.
Ministry of Environment is expecting to
promulgate the amendment of K-BPR sometime in March 2020, to be in effect as
early as within 6 months.
